A student asked us: "Reciting is an action, therefore procedural no?"

Procedural memory refers to actions that become ingrained as a type of automatic action: walking, riding a bike, etc. While speaking could be viewed as a type of automatic, procedural action, this question isn't asking about speaking in general, but the specific action of recalling a fact, which would fall under semantic memory.
