QBook - Psychology Section #862

#862 from the QBook asks "At what point is the animal's absolute threshold reached?". The information given states that at 0.5 dB, the animal's hair cells are not stimulated and at 2 dB, a signal is sent to the CNS. The answer key states that the answer to this question is "B) 0.5 dB".

I know the absolute threshold is the point at which the sensory system is activated, so I put "C) 2 dB" as my answer. Since the information given says 0.5 dB does not even stir the hair cells, I interpreted that to mean there is no stimulation of the sensory system.

Can help me figure out where I went wrong with this one?
