Can you clarify how option II increases the effect observed in the study? I thought it would lessened the effect because it is more of a moderating factor.

II: This is saying that if instead of giving no instruction, people had been told "Hey, it's okay, go kick prisoner #23's teeth in if he talks back, we've all been there and done it" - namely, if abusive behavior had been explicitly normalized - then the guards may have had even less trouble with their behavior and acted out more readily. Or likewise, you could even tell this kind of thing to the prisoners, to make them believe that some degree of abuse is normal and possibly not worth resisting.

I do agree that this answer choice should specify that participants are told this before the study, otherwise there is a little bit of ambiguity going on here.
