A student recently wrote us about this question: "P2 Explaining international law directly followed by governmental law and concluding the paragraph with the phrase "these two goals may seem to be in conflict" hints almost exactly at choice C."

Answer choice C states that there is a conflict between international law, which promotes individual rights, and governmental health actions that promote the wellbeing of its citizens. The passage, though, states that international law requires governments to "promote and protect human rights." It then goes on to state that "Governmental health actions must also protect basic human rights, while advancing the health of the population as a whole." In short, national governments must promote individual rights and the health of its citizens. It is between these two competing goals that the conflict exists.

In other words, the conflict is between national, population-level interests and individual rights. So answer choice B, that individual rights must be respected, but sometimes circumscribed (if in the interests of the population as a whole) is a good match for the major conflict identified in the passage.
