A student commented: "The SD bars in the table lead one to believe that there is no significant differences in the mean."

This is a good observation, but doesn't change the answer. B is still correct because the table does a difference in the data. The difference being insignificant is not the same as the difference not existing. Or, to put it another way, an answer stem is only invalidated by statistical significance if the answer itself relates to significance.
