AAMC Official Guide Chem/Phys Question 9

I am not sure where to begin with this one. The AAMC explanation does not address how the passage indicated through which mechanism the unfolding proceeded. And should we just memorize that the units for the unimolecular rate constant are s^-1? Thank you very much.

Also, the explanation in the back to question 21 says that choice C was discussed in the last paragraph of Passage 4. But where in the last paragraph does the author discuss changes made by locals to an aspect of a foreign culture? Do I assume Savella Stechishin is one of those locals?
